Additional Targeted Support and Improvement Schools

Additional Targeted Support and Improvement (ATSI) Schools are those identified by the Maryland State Department of Education (MSDE) where one or more groups of students are not doing as well as the lowest performing five percent of Title I schools in the 2022 school year. This identification helps focus additional support on these schools to improve the performance of those student groups.

Schools and student groups are identified as ATSI based on a variety of factors. These include:

  • Student achievement and progress on the Maryland Comprehensive Assessment Program (MCAP)
  • Progress in achieving English language proficiency
  • School quality
  • Graduation Rate (at the high school level)
  • Readiness for postsecondary success (at the high school level)

In Montgomery County Public Schools (MCPS), there are 30 ATSI schools, with twenty-one at the elementary level, seven at the middle school level and two special schools. Among these, 18 schools are designated as Title I schools. The designation is for three years.

  • Identified groups performing lower than five percent are:
    • Black and African American students
    • Economically disadvantaged
    • English Learners
    • Students with disabilities
  • Schools are charged with developing goals and a school improvement plan that encompasses a thorough needs assessment and outlines action plans aimed at addressing identified goals.
  • In order to exit ATSI status, schools must show that the student group identified in the ATSI designation is performing higher than the lowest five percent of Title I schools. This must be shown within three years from the school’s designation of ATSI status.
  • MCPS receives additional funding for ATSI schools to support increases in the performance of the identified student group. This funding aims to enhance the improvement plan and implement any additional school improvement actions as needed.
