NEW AND REVISED BOARD OF EDUCATION POLICIES AND MCPS REGULATIONS

New Board of Education Policies

ACH Workplace Bullying

On February 22, 2016, the Board adopted new Policy ACH, Workplace Bullying, to establish a framework for preventing, intervening, and correcting workplace bullying with processes to prevent, identify, report, investigate, and resolve instances of bullying, with corrective actions, as needed.  The new policy affirms the Board’s commitment to an organizational culture of respect in Montgomery County Public Schools consistent with Board Policies ACA, Human Relations and ACB, Nondiscrimination.

IDA School Year Calendar

On October 26, 2015, the Board adopted new Policy IDA, School Year Calendar to establish procedures for the Montgomery County Board of Education to develop, adopt, and disseminate a school year calendar prior to the commencement of each school year that furthers the educational interests and operational needs of Montgomery County Public Schools (MCPS).


Revised Board of Education Policies

FEC Mandatory Referral Review Requirements for Major Capital Projects

On February 9, 2016, the Board amended Policy FEC, Mandatory Referral Review Requirements for Major Capital Projects.  The retitled policy, formerly Mandatory Submission of Plans for Major Capital Projects, provides for the submission of construction plans to the Maryland-National Capital Park and Planning Commission (Commission) and/or the Montgomery County Planning Board (Planning Board) as required by Maryland law. Further, the policy addresses the intention of the school system to cooperate fully with the Commission and Planning Board staff to efficiently and effectively provide the best possible educational facilities in an adequate and timely manner, and to seek community input in accordance with Policy ABA, Community Involvement in the development of preliminary plans for major capital projects.  The superintendent of schools will review any comments received from the Commission and the Planning Board, and the Board will be provided updates on the status of projects.

IKA Grading and Reporting

On November 10, 2015, the Board amended Policy IKA, Grading and Reporting.  The policy was revised to clarify that student performance measures may include teacher developed, as well as, centrally developed assessments, and to clarify that the variety of assessments include, but are not limited to, marking period assessments, end of unit tests, final evaluations, projects, performance-based assessments, and other similar formative and summative demonstrations of a student’s mastery of grade level course material. 


 New MCPS Regulations

ACH-RA Workplace Bullying

On June 29, 2016, the interim superintendent of schools approved new Regulation  ACH-RA,  Workplace Bullying.  This regulation was developed at the request of the Association Leaders/Deputies/Chief Operating Officer Collaboration Committee (ADC), and in collaboration with a workgroup chaired by staff from the Office of Human Resources and Development and made up of representatives from employee associations. 

GCC-RA Staff Self-Reporting of Arrests, Criminal Charges, and Convictions

On June 29, 2016, the interim superintendent of schools approved new Regulation GCC-RA, Staff Self-Reporting of Arrests, Criminal Charges, and Convictions.  This regulation was developed by the general counsel, in collaboration with the employee associations and the Department of Association Relations.


Revised MCPS Regulations

ABA-RB School Visitors

On June 15, 2016, the interim superintendent of schools approved Regulation ABA-RB, School Visitors. This regulation has been revised to clarify procedures for parent/guardian requests to visit special education programs in advance of Individualized Education Program (IEP) team meetings where those placement locations may be considered by the IEP team.

AFA-RA Research and Other Data Collection Activities in Montgomery County Public Schools

On June 27, 2016, the interim superintendent of schools approved Regulation AFA-RA, Research and Other Data Collection Activities in Montgomery County Public Schools. This regulation has been revised to update application and approval procedures and to reflect current requirements for data security and confidentiality.

CHA-RA Developing and Publishing Regulations 

On January 27, 2016, the interim superintendent of schools approved Regulation CHA-RA, Developing and Publishing Regulations. This regulation has been revised to remove references to an obsolete form and an executive leadership team review process no longer in use.

CNA-RB Advertising

On June 27, 2016, the interim superintendent of schools approved Regulation CNA-RB, Advertising.  This regulation has been revised to establish procedures under which advertising agreements can be extended beyond one school year.

DDA-RA Seeking and Securing Federal, State, and Private Grants

On November 19, 2015, the interim superintendent of schools approved Regulation DDA-RA, Seeking and Securing Federal, State, and Private Grants. This regulation has been updated and revised to reflect current procedures, including those regarding grant applications and proposals for capital improvement and technology projects, and electronic application and proposal submission processes.

DIA-RA Accounting for Financial Operations/Independent Activity Funds

On October 1, 2015, the interim superintendent of schools approved Regulation DIA-RA, Accounting for Financial Operations/Independent Activity Funds. This regulation was revised to reflect current procedures regarding the internal audit unit’s review of Independent Activity Funds for Montgomery County Public Schools.

DIA-RB Payments for Services and Reimbursements for Expenses from School Independent Activity Funds

On February 23 2016, the interim superintendent of schools approved Regulation DIA-RB, Payments for Services and Reimbursements for Expenses from School Independent Activity Funds. This regulation has been has been revised, and retitled, to clarify current procedures and to update language regarding payment for services and payments to students.

DJA-RA Procurement of Equipment, Supplies, and Services

On February 1, 2016, the interim superintendent of schools approved Regulation DJA-RA, Procurement of Equipment, Supplies, and Services. This regulation has been revised, and retitled, to clarify current procedures regarding procurement in Montgomery County Public Schools.

EBJ-RA Emergency Care and First Aid in Schools

On June 15, 2016, the interim superintendent of schools approved Regulation EBJ-RA, Emergency Care and First Aid in Schools. This regulation was revised, and retitled, in consultation with the MCPS Department of Systemwide Safety Programs, MCPS Athletics, and the Montgomery County Department of Health and Human Services, School Health Services.  Revisions reflect updated procedures, including the role of athletic trainers in the provision of first aid at athletic events.  

EGD-RA Telephone Services and Costs

On June 17, 2016, the interim superintendent of schools approved Regulation EGD-RA, Telephone Services and Costs. This regulation was revised in consultation with the Department of Infrastructure and Operations to reflect current procedures and technology in use.  

EIC-RA Student Accident and Football Insurance Program

On August 24, 2015, the interim superintendent of schools approved Regulation EIC-RA, Student Accident and Football Insurance Program. This regulation was revised to reflect current procedures regarding insurance availability to students through Montgomery County Public Schools, and the requirement that all football players must have medical insurance in order to participate in the sport.

EKA-RA Emergency and Disaster Preparedness

On July 29, 2015, the interim superintendent of schools approved Regulation EKA-RA, Emergency and Disaster Preparedness. This regulation was revised to reference the Emergency Response and Management Manual for Schools, which provides detailed guidance for handling emergencies in Montgomery County Public Schools facilities.

IGK-RB Career and Technology Education Projects from Outside MCPS

On June 15, 2016, the interim superintendent of schools approved Regulation IGK-RB, Career and Technology Education Projects from Outside MCPS. This regulation was revised to clarify procedures for approving class projects to be completed for an organization, agency, or individual; and to provide guidelines for utilizing technical equipment and/or facilities outside of class.  

IGK-RC Acquisition and Disposal of Donated or Purchased Vehicles for Career and Technology Education Programs

On November 23, 2015, the interim superintendent of schools approved Regulation IGK-RC, Acquisition and Disposal of Donated or Purchased Vehicles for Career and Technology Education Programs. This regulation has been revised and retitled to clarify procedures for the acquisition and disposal of vehicles used in automotive classes.  Revisions do not reflect changes of procedures, but rather update directory information and clarify language where needed.  

IGP-RA Comprehensive Health Education Instructional Program

On March 21, 2016, the interim superintendent of schools approved Regulation IGP-RA, Comprehensive Health Education Instructional Program. This regulation has been revised and retitled to update procedures for parental consent, advisory committees, and instructional materials, consistent with revisions to Maryland law.   

IKA-RA Grading and Reporting

On June 27, 2016, the interim superintendent of schools approved Regulation IKA-RA, Grading and Reporting.  This regulation has been revised to align with recent revisions to Board Policy IKA, Grading and Reporting, regarding final examinations as well as other updates to reflect current procedures.

IKB-RA Homework Procedures

On August 6, 2015, the interim superintendent of schools approved Regulation IKB-RA, Homework Procedures. This regulation was revised to reflect the removal of religious holidays from the Montgomery County Public Schools’ calendar by the Board of Education.

IKC-RA Grade Point Averages (GPA) and Weighted Grade Point Averages (WGPA)

On June 27, 2016, the interim superintendent of schools approve Regulation IKC-RA, Grade Point Averages (GPA) and Weighted Grade Point Averages (WGPA).  This regulation has been revised to address recent changes in final examination practices as they affect middle school students.

IOE-RB Interim Instructional Services

On June 27, 2016, the interim superintendent of schools approved Regulation IOE-RB, Interim Instructional Services.  This regulation has been revised and retitled to align with state law and to reflect current procedures.

JEA-RA Student Attendance

On August 6, 2015, the interim superintendent of schools approved Regulation JEA-RA, Student Attendance. This regulation was revised to provide additional guidance about perfect attendance awards as they relate to absences excused for a student’s religious observance.

JEA-RB Enrollment of Students

On July 29, 2015, the interim superintendent of schools approved Regulation JEA-RB, Enrollment of Students. This regulation was revised to update directory information and to provide additional guidance about religious exemptions to immunizations.

JFA-RA Student Rights and Responsibilities       

On August 10, 2015, the interim superintendent of schools approved Regulation JFA-RA, Student Rights and Responsibilities. This regulation was updated to provide additional guidance about students’ religious observance, specifically student prayer groups during the school day, and dress code in cases where there may be conflicts between the local school discipline policy and students’ religious observance.

JHC-RA Reporting and Investigating Child Abuse and Neglect       

On August 5, 2015, the interim superintendent of schools approved Regulation JHC-RA, Reporting and Investigating Child Abuse and Neglect. This regulation was updated to set forth procedures and guidelines for reporting and investigating child abuse and neglect.  All MCPS employees, contractors, and volunteers are personally and directly required to report any suspected instance of abuse or neglect of a child or vulnerable adult.

JHF-RA  Bullying, Harassment, and Intimidation

On March 15, 2016, Regulation JHF-RA, Bullying, Harassment, or Intimidation, was updated with non-substantive changes.  The MSDE contact name and phone number were updated.  

JHG-RA Gangs, Gang Activity, or Other Similar Destructive or Illegal Group Behavior Prevention

On March 17, 2016, Regulation JHG-RA, Gangs, Gang Activity, or Other Similar Destructive or Illegal Group Behavior Prevention was updated with non-substantive changes.  The MSDE contact name and phone number were updated. 

JOA-RA Student Records      

On November 17, 2015, the interim superintendent of schools approved Regulation JOA-RA, Student Records. This regulation has been revised to clarify circumstances in which student addresses and phone numbers may be released and to clarify what is considered “directory information.”  Additional edits have been made to update offices and align with current titles of related documents.

JPC-RA  Administration of Medication to Students

On April 20, 2016, the interim superintendent of schools approved Regulation JPC-RA, Administration of Medication to Students. This regulation was revised in consultation with representatives of the Montgomery County Department of Health and Human Services, School Health Services.  Revisions reflect updated procedures, including alignment with Regulation JPD-RB, Emergency Care for Students Experiencing Anaphylaxis.

JPG-RA Wellness: Physical and Nutritional Health 

On November 11, 2015, the interim superintendent of schools approved Regulation JPG-RA, Wellness: Physical and Nutritional Health. This regulation has been revised to reflect the decisions of a community workgroup that met from January to April, 2015.  The workgroup was convened at the direction of the chief operating officer to consider updated nutritional requirements set forth by the United States Department of Agriculture (USDA) and the Maryland State Department of Education (MSDE) for foods served in Montgomery County Public Schools.  The workgroup met under the guidance of a facilitator, and revisions to the regulation reflect decisions made through a consensus process. The revisions meet USDA and MSDE requirements, and exceed those requirements where consensus of the group could be achieved. 


 

Rescinded Policies and Regulations

 

EKC-RA Bomb Threats/Explosive Devices

On August 12, 2015, the interim superintendent of schools approved the rescission of Regulation EKC-RA, Bomb Threats/Explosive Devices. This regulation was rescinded because it contained procedures that have been replaced by the Emergency Response and Management Manual for Schools, which provides detailed guidance for handling emergencies in Montgomery County Public Schools facilities.  Additional guidance is set forth in Regulation EKA-RA, Emergency and Disaster Preparedness, a comprehensive emergency preparedness regulation that includes preparedness for bomb threats and explosive devices.

IDA-RA Regular School Day Schedules

On December 21, 2015, the interim superintendent of schools approved the rescission of Regulation IDA-RA, Regular School Day Schedules.  Last revised in 1996, this regulation was rescinded because it contained outdated references to part-day kindergarten and regulations that have been rescinded: EKC-RA, Bomb Threat/Explosive Device Precautions and ICA-RA, Length of School Year.  Language about the adoption of the school calendar is now addressed in Montgomery County Board of Education Policy IDA, School Year Calendar.
