2007-2008 School Year

New Policies and Regulations

DAA-RB External Audits Requiring Board of Education Approval

On June 11, 2008, the superintendent approved a new Regulation DAA-RBExternal Audits Requiring Board of Education Approval. This regulation was requested by the Board of Education and superintendent to provide guidelines when a financial audit or performance audit is requested.


GBB-RA Employee Assistance Program

On December 20, 2007, the superintendent approved new Regulation GBB-RAEmployee Assistance Program. This regulation replaces outdated Policy GBB, Department of Employee Assistance Services. It also aligns with current practices and Policy GAA.


HDD Designation of the Montgomery County Association of Administrative and Supervisory Personnel as Exclusive Representative of Noncertificated Supervisory Employees

On March 11, 2008, a new policy HDDDesignation of the Montgomery County Association of Administrative and Supervisory Personnel as Exclusive Representative of Noncertificated Supervisory Employees was adopted by the Board of Education. The new policy ensures that Board resolutions that designate bargaining units are easily accessible to employees and other interested parties.

Revised Policies and Regulations

BCB Student Board Member Election

On April 9, 2008, Policy BCBStudent Board Member Election, was updated with non-substantive changes.


CHA-RA Developing and Publishing Regulations

On October 8, 2007, the superintendent approved revisions to Regulation CHA-RADeveloping and Publishing Regulations. This regulation was revised to update offices and reflect current practice.


COB-EA Reporting Delinquent Acts (State Regulation)

Exhibit COB-EAReporting Delinquent Acts (State Regulation) has been reviewed.


COC-EA Trespassing on School Property (State Law)

Exhibit COC-EATrespassing on School Property (State Law) has been revised to reflect changes in the law.


COE-EA Deadly Weapons on Public School Property (State Law)

Exhibit COE-EADeadly Weapons on Public School Property (State Law) has been revised to reflect changes in the law.


COF-EA Drinking or Possessing Intoxicating Beverages on School Premises (State Law)

Exhibit COF-EADrinking or Possessing Intoxicating Beverages on School Premises (State Law) has been revised to reflect changes in the law.


DNA-RA Disposition of Board of Education Property

On June 5, 2008, the superintendent approved revisions to Regulation DNA-RADisposition of Board of Education Property. This regulation was revised to update office titles and to align with current organizational responsibilities and practice.


ECI-RA Display of the United States and Maryland Flags

On March 8, 2008, the superintendent approved revisions to Regulation ECI-RADisplay of the United States and Maryland Flags. This regulation was revised to add a related source and make consistent with Regulation JFA-RA, Student Rights and Responsibilities.


EEA Student Transportation

On June 23, 2008, the Board approved revisions to Policy EEAStudent Transportation. The revised policy is designed to provide safe, responsive and accountable operation of the Montgomery County Public Schools transportation system, in partnership with parents and students. The policy includes authorization for the superintendent, in exigent circumstances, to apply to the Board for a waiver to temporarily adjust transportation distances. Board action on the waiver request can be taken after allowing at least 21 days for public comment; or, if the Board deems an emergency exists, the notification provision may be waived if all Board members are present and agree unanimously.


EGG-RA Management and Control of MCPS Forms

On May 21, 2008, the superintendent approved revisions to Regulation EGG-RAManagement and Control of MCPS Forms. This regulation was revised to update offices, add definitions, and reflect current practice.


FAA-RA Long-Range Educational Facilities Planning

On June 8, 2008, the superintendent approved revisions to Regulation FAA-RALong-Range Educational Facilities Planning. This regulation was revised to reflect current practice.


IKC-RA Grade Point Averages (GPA) and Weighted Grade Point Averages (WGPA)

On May 20, 2008, the superintendent approved revisions to Regulation IKC-RAGrade Point Averages (GPA) and Weighted Grade Point Averages (WGPA). This regulation was revised to update offices, add definitions, and reflect current practice.


IOH-RA Mental Health Referrals

On October 25, 2007, the superintendent approved revisions to Regulation IOH-RAMental Health Referrals. This regulation was revised to reflect current practice.


IOI-RA Placement Procedures for Alternative Programs

On September 28, 2007, the superintendent approved revisions to Regulation IOI-RAPlacement Procedures for Alternative Programs. This regulation was revised to update offices, add definitions and reflect current practice.


ISB-RA High School Graduation Requirements

On May 14, 2008, the superintendent approved revisions to Regulation ISB-RAHigh School Graduation Requirements. This regulation was revised to update offices, add definitions, and reflect current practice.


JFA-RA Student Rights and Responsibilities

On June 13, 2008, the superintendent approved revisions to Regulation JFA-RAStudent Rights and Responsibilities. This regulation was revised to reflect a change in law and to align with current practice.


JGB-EA Searches, Arrests and Questioning on School Premises (State Law)

Exhibit JGB-EASearches, Arrests and Questioning on School Premises (State Law) has been revised to reflect changes in the law.


JHE-RA Psychological Assessment

On August 7, 2007, the superintendent approved revisions to Regulation JHE-RAPsychological Assessment. This regulation was revised to update offices and reflect current practice.


JOA-RA Student Records

On May 8, 2008, the superintendent approved revisions to Regulation JOA-RAStudent Records. This regulation was revised to update offices and reflect current practice.


JPB-RA Communicable Disease Control in Schools

On March 18, 2008, the superintendent approved revisions to Regulation JPB-RACommunicable Disease Control in Schools. This regulation was revised to include a related source, add new definitions, and to reflect current practice.


JPB-RB Head Lice (Pediculosis Capitis)

On December 10, 2007, the superintendent approved revisions to Regulation JPB-RBHead Lice (Pediculosis Capitis). This regulation was revised to add definitions and reflect current practice.


JPD-RA Health Care for Children and Staff with Allergies

On January 28, 2008, the superintendent made revisions to Regulation JPD-RAHealth Care for Children and Staff with Allergies. This regulation was revised to include the fact that only chemical products on the procurement list may be used in the schools for cleaning. A reference to MCPS Regulation ECJ-RB, Care of Animals in the Classroom, was added to the regulation.


JPD-RB Emergency Care for Students Subject to Known Anaphylactic Reaction

On April 1, 2008, the superintendent approved revisions to Regulation JPD-RBEmergency Care for Students Subject to Known Anaphylactic Reaction. This regulation was revised to reflect current practice.


JPF-RA Do Not Resuscitate Orders

On November 19, 2007, the superintendent approved revisions to Regulation JPF-RADo Not Resuscitate Orders. This regulation was revised to reflect current practice.


KEA Political Campaigns and Political Materials

On November 13, 2007, the Board approved a technical change to Policy KEAPolitical Campaigns and Political Materials. Policy KEA was revised with a non-substantive change to permit the granting of release time for students to participate in political activities for any three days during the two-weeks prior to a primary or general election. Previously, the policy only addressed release time prior to the general election.

Rescinded Policies and Regulations

CEA-RA Establishing Systemwide Committees

On June 6, 2008, the superintendent approved the rescission of Regulation CEA-RA, Establishing Systemwide Committees. The regulation was rescinded because Montgomery County Public Schools no longer adheres to the procedures set forth when the regulation was last revised.


CGA Summer School

On November 13, 2007, the Board approved the rescission of Policy CGA, Summer School. This policy was rescinded because operational and instructional mandates in place for the regular school year apply in like manner to instructional opportunities provided during the summer months. Therefore, Policy CGA is no longer necessary.


COA Visitors to School During the School Day

On November 13, 2007, the Board approved the rescission of Policy COA, Visitors to School During the School Day. This policy was rescinded because the subject matter does not rise to the level of a policy issue and is fully addressed in Regulation COA-RA, School Visitors.


DJC Newspaper Advertising

On November 13, 2007, the Board approved the rescission of Policy DJC, Newspaper Advertising. This policy was rescinded because the subject matter outlined in the policy does not rise to the level of a policy issue.


DJC-EA Advertisement for Bids (State Law)

On March 26, 2008, Exhibit DJC-EA, Advertisement for Bids (State Law) was rescinded because it no longer reflects current law.


GFB Temporary Reassignment of Administrative and Supervisory Personnel

On November 13, 2007, the Board approved the rescission of Policy GFB, Temporary Reassignment of Administrative and Supervisory Personnel. This policy was rescinded because it was subsumed by the enactment of Policy GAA, Positive Work Environment in a Self-Renewing Organization. Further, Regulation GFB-RA, Temporary Reassignment of Administrative and Supervisory Personnel, provides guidelines for the reassignment of personnel.


GGA Duty Hours and Days

On November 13, 2007, the Board approved the rescission of Policy GGA, Duty Hours and Days. This policy was rescinded because the subject matter does not rise to the level of a policy issue and is fully addressed in Regulation GGA-RA, Working Hours and Work Load, as well as each of the negotiated agreements.


ISC-RA Obtaining a Maryland High School Diploma by General Education Development (GED) Exam

On November 6, 2007, the superintendent approved the rescission of Regulation ISC-RA, Obtaining a Maryland High School Diploma by General Education Development (GED) Exam. Montgomery County Public Schools (MCPS) no longer administers the GED examination.


ISE Summer School Graduation

On November 13, 2007, the Board approved the rescission of Policy ISE, Summer School Graduation. This policy was rescinded because the subject matter outlined in the policy does not rise to the level of a policy issue.


JHD-RA Control of Sound Levels

On January 7, 2008, the superintendent approved the rescission of Regulation JHD-RA, Control of Sound Levels. The regulation was rescinded because it is obsolete.


JPB-EB Communicable Disease Chart

Exhibit JPB-EB, Communicable Disease Chart, has been removed because it no longer reflects current practice.


JPB-RC Hepatitis A and Hepatitis B

On February 4, 2008, the superintendent approved the rescission of Regulation JPB-RC, Hepatitis A and Hepatitis B. The regulation was rescinded because students are now immunized for hepatitis in a manner consistent with other procedures described in Regulation JPB-RA, Communicable Disease Control in Schools.


KMC Services Provided to Non-Profit Private Organizations

On January 8, 2008, the Board approved the rescission of Policy KMC, Services Provided to Non-Profit Private Organizations. This policy was rescinded because it is no longer reflective of relationships that Montgomery County Public Schools has or intends to have in the near future. Therefore, Policy KMC is no longer necessary.
