Retiree Benefits Open Enrollment:

October 10–November 4, 2022 

Retiree Benefits Open Enrollment is coming soon! Open Enrollment is your chance to review your benefit options and make changes to your current plans. Any changes you make to your benefits plan during Open Enrollment will be effective January 1, 2023. 

This fall's Open Enrollment will begin Monday, October 10, and will end Friday, November 4. You will receive the 2023 Retiree Benefit Summary in the mail at your home address. You also will receive the 2023 Retiree Benefit Rate Schedules booklet, which details the monthly cost of benefits at each cost sharing arrangement while factoring in Wellness Initiatives credits.* The 2023 Retiree Benefit Summary will explain available benefit options, detail the process for making changes to your benefits, and include the benefits enrollment form. As Open Enrollment approaches, that information also will be available on this web page.

Benefit Highlights for 2023

Effective January 1, 2023, Cigna will replace CareFirst as a benefit plan provider. Cigna will offer eligible retirees the following plans:

  • Open Access Plus (OAP) plan (replacing the CareFirst BlueChoice Advantage POS plan)
  • Open Access Plus In-Network (OAPIN) plan (replacing the CareFirst BlueChoice HMO plan)
  • Indemnity/Medicare Supplemental plan

If you are currently enrolled with CareFirst, your enrollment for 2023 will automatically change to the corresponding plan option with Cigna unless you select another plan during Open Enrollment.

There will be no changes to the MCPS dental, vision, or prescription providers for 2023.

Open Enrollment Virtual Assistance

Throughout Open Enrollment, ERSC will offer individual assistance virtually. You will be able to register for a 15-minute Zoom session with an ERSC representative. Sign-up information will be available on this web page beginning October 3, 2022.

Open Enrollment Benefit Fairs and Webinars 

ERSC will hold both in-person Open Enrollment Benefit Fairs and online Open Enrollment Benefit Fair Webinars this year. ERSC staff and health plan representatives will be available in person and virtually to answer your benefit questions. For the webinars, retirees have the option of clicking the webinar link and joining the webinar using their computer microphone and speaker, or calling in using the phone number provided. You will find dates, times, plan/vendor options, and access information below.
